On the delay of salaries for 4Ps employees in ARMM

The Department of Social Welfare and Development-Autonomous Region in Muslim Mindanao (DSWD-ARMM), as it implements the Pantawid Pamilyang Pilipino Program (4Ps), addresses the recurrent issue regarding the delay in salaries of the 4Ps employees in the region.

The agency is consistent in its response regarding this concern and queries from the media – both television and radio – are regularly answered and aired. This form of transparent accountability is being imbibed by ARMM Executive Secretary, Atty. Laisa Masuhud-Alamia, as the concurrent DSWD-ARMM Regional Secretary.

In February, Atty. Alamia visited the National Offices in Manila and met with OIC Secretary Emmanuel A. Leyco to discuss the recurring issue of late downloading of funds from the National offices to the ARMM.

It is important to note that funds for the banner programs, such as 4Ps funds for the payouts and salaries for 4Ps employees, are lodged with DSWD National and not in DSWD-ARMM. To date, the 2018 budget has not been downloaded to ARMM. As per previous administrations, funds are sent from the National offices in the middle of the year or towards the end of the year. During the meeting with Secretary Leyco, they committed to download the 2018 ARMM budget during the first quarter of this year.

As for 4Ps payouts (cash that goes directly to beneficiaries), funds coming in from National are downloaded to Landbank of the Philippines and goes directly to private merchants assigned for the five provinces (Basilan, Tawi-Tawi, Maguindanao, Sulu and Lanao Del Sur), who in turn distributes it to beneficiaries in the different municipalities and barangays.

The agency is relentless in its follow-ups and ensures the hastening of fund downloads from its source and that all social welfare programs function better and more efficiently.
