OFFICIAL STATEMENT: On the alleged corruption of senior citizens’ benefits in ARMM

The Department of Social Welfare and Development-Autonomous Region in Muslim Mindanao (DSWD-ARMM), given its mandate to serve the Bangsamoro people, wishes to address the issue concerning the alleged irregularities in the disbursement of senior citizens’ benefits in the region.

This as we point out that the regional government has been consistent in addressing similar concerns, especially since the recent appointment of the ARMM Executive Secretary, Atty. Laisa Masuhud-Alamia, as the concurrent DSWD-Secretary in January this year.

We are currently gathering information about this report and these will be handled through our Grievance Redress System, which will allow us to alert concerned social workers in the barangay, municipality, city, and provincial levels.

We have been monitoring reported irregularities in some of our social welfare programs, following official complaints and reports coupled with ground-level information verification process.

This is the objective of a DSWD-ARMM’s recently concluded Local Government Unit (LGU) Assemblies on Social Welfare Protection in all 5 provinces in the region.

These assemblies were done in partnership with other line agencies such as the Department of Education, Department of Health, and Department of Interior and Local government.

These provided venues for the regional government to reiterate that the “no fraud” policy is being strictly implemented across all social welfare programs, and for members of the LGU, the security sector, and the other partner agencies to show their commitment and support in monitoring fraudulent activities.

With Mindanao still under Martial Law, all DSWD-ARMM programs are being closely monitored by the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) as they validate DSWD-ARMM programs list of beneficiaries. They are also ordered by the DILG to be present during senior citizens benefits and 4Ps payouts, to address anomalies, and to eventually investigate these incidents which may lead to possible arrests.
